  • The MVA handles out-of-state to Maryland title transfers differently depending on whether you have the original title or only the registration.This tool is for original title. If you have your registration, please use our Out-of-State Hold Title Tool.
  • Under Maryland law, anyone moving to Maryland must register their vehicle within 60 days. Generally, the 60-day period is calculated from the date you obtain your Maryland driver’s license. This is especially important for owners of vehicles that are less than 7 years old. Those owners may be eligible for the Maryland prepaid tax credit program only if you title your vehicle within 60 days.
  • You can retitle your vehicle in Maryland using your out-of-state title or registration, depending on your situation. If you have the original title in your possession, whether the vehicle is paid off or still financed with a lien, you must bring the title to the MVA. If your out-of-state title is electronic or is being held by your lien holder, you can use our Out-of-State Hold Title Tool for more information.
  • You can provide your lien holder’s information on Form VR-005 as long as you have the original title.
  • Yes. Any vehicle being titled in Maryland for the first time must pass a Maryland safety inspection. If the vehicle was previously titled in Maryland in your name and is returning to Maryland, the safety inspection requirement may be waived.
  • Yes. You may be eligible for 30-day temporary registration and tags, allowing you time to complete the Maryland safety inspection.
  • You must provide Maryland auto insurance to the MVA when obtaining your Maryland registration and license plates.
  • Yes, you may add or remove a co-owner from your title. However, Maryland gift transfer rules are not available for out-of-state title transfers, and you may be required to pay excise tax. For vehicles less than 7 years old, the MVA calculates excise tax based on the vehicle’s book value. In that case, you are required to provide a notarized bill of sale.
  • Yes. Maryland law requires vehicles to display both front and rear license plates.
  • Yes. The Maryland MVA issues your license plates and registration over the counter. Your new Maryland title will be mailed to the address you provide.
